At the retail level some shop keepers carry it to try to stop a robber when they are behind the cash register or when they are transporting money from the store to the bank.

Using pepper spray the right way can prevent an attacker from getting the upper hand. But one has to know how to use the pepper spray in a attack situation.

Even if you carry it your hand you can be caught unaware if you are not trained to observe a threatening situation. If the attacker gets hold of your hand with the spray he can use it against you.
